O Rei e a Catalunha / The King and Catalonia

O T&T não é um blog monárquico. O facto de escrever sobre as monarquias não me faz cega para o resto do mundo, e muitos dos meus leitores são na realidade convictos republicanos. O T&T também não é um blog político, tema aliás sobre o qual pouco entendo ou arrisco qualquer discussão. Mas gosto de pensar que o T&T é acima de tudo um espaço actual para opinar das mais variadas temáticas que afectam a nossa sociedade, e na qual as caras da realeza podem ter acção directa. E por isso mesmo hoje trago um tema quente que está no centro de todas as atenções na Europa: a questão catalã. Não sou espanhola, e sou apenas uma curiosa neste tema. Vou tentar resumir o que se está a passar e dar a minha opinião, quiçá completamente ingénua sobre o assunto.

And for this very reason today I bring a hot topic that is at the center of all the attention in Europe: the Catalan issue. I'm not Spanish, and I'm just curious about it. I will try to summarize what is happening and give my opinion, perhaps completely naive, on the subject.

O que é a questão catalã? A Catalunha é uma comunidade ou região do Reino de Espanha que ocupa um território de cerca de 32.000 km², limitada a norte pela França e por Andorra, a leste com o Mar Mediterrâneo, a sul com a Comunidade Valenciana e a oeste com Aragão. A capital e área urbana mais populosa da Catalunha é a cidade de Barcelona. Actualmente a Catalunha goza o estatuto de comunidade autónoma, com direito, inclusive, a dialecto oficial próprio, o catalão. Esta autonomia significa que a região tem um Governo próprio que tem, no entanto, que respeitar a Constituição do país onde está inserido, neste caso, Espanha. Para compreender a questão catalã, temos que (surpresa!) compreender a história do país: "De um ponto de vista histórico, a Catalunha poderia ser hoje um Estado independente, tal como a Escócia nas ilhas britânicas, ou o Quebeque na América do Norte / Canadá. Tem uma longa tradição de identidade e autonomia política que emergiu ao longo do período medieval. Nessa altura, a Catalunha e o Reino de Aragão foram governados por um mesmo monarca de dinastia catalã. Foi na segunda metade do século XVI, quando Fernando II de Aragão se casou com Isabel I de Castela, que a Catalunha passou a integrar-se numa Espanha unificada. Nos séculos seguintes, a sua inserção num Estado espanhol unificado, onde Castela e Madrid se tornaram centrais, nunca deixou de estar isenta de contestação, latente ou aberta, e de turbulência política." What is the Catalan Issue? Catalonia is a community or region of the Kingdom of Spain that occupies a territory of about 32,000 km ², limited to the north by France and Andorra, the east with the Mediterranean Sea, the south with the Valencian Community and the west with Aragon. The capital and most populous urban area of ​​Catalonia is the city of Barcelona. At the moment Catalonia enjoys the status of autonomous community, with right to official dialect including, the Catalan. This autonomy means that the region has a Government of its own that has, however, to respect the Constitution of the country where it is inserted, in this case, Spain. Ser uma Comunidade Autónoma não é suficiente para o povo catalão? Ao longo da sua história, perante as várias situações políticas que abalaram a Espanha e a Europa, foram várias as vezes que a Catalunha perdeu o seu estatuto de autonomia fortemente enraizado ao longo dos séculos. 
O novo Estatuto de Autonomia da Catalunha, aprovado após um referendo legal em 2006, foi contestado por importantes sectores da sociedade espanhola, especialmente pelo conservador Partido Popular, que enviou a lei ao Tribunal Constitucional de Espanha. Em 2010, o Tribunal declarou não válidos alguns dos artigos que estabeleceram um sistema autónomo catalão de Justiça, melhores aspectos do financiamento, uma nova divisão territorial, o estatuto da língua catalã ou a declaração simbólica da Catalunha como nação, entre outros. Esta decisão foi severamente contestada por grandes sectores da sociedade catalã, que aumentou as exigências da autodeterminação. Perante este revés nas negociações surgiu um movimento mais drástico, conhecido como o Independentismo catalão, derivado do nacionalismo catalão, que reivindica a independência da Catalunha, face à Espanha e defende a sua livre e directa integração na União Europeia. 
Isn't enough for the Catalan people being an Autonomous Community? Throughout its history, in the face of the various political situations that have shaken Spain and Europe, it has been several times that Catalonia has lost its autonomous status that has been deeply rooted throughout the centuries.
The new Statute of Autonomy of Catalonia, approved after a legal referendum in 2006, was contested by important sectors of Spanish society, especially by the conservative Popular Party, which sent the law to the Constitutional Court of Spain. In 2010, the Court declared invalid some of the articles that established an autonomous Catalan system of Justice, better aspects of funding, a new territorial division, the status of the Catalan language or the symbolic declaration of Catalonia as a nation, among others. This decision was severely challenged by large sectors of Catalan society, which increased the demands of self-determination. Faced with this setback in the negotiations came a more drastic movement, known as the Catalan Independence, derived from Catalan nationalism, which claims Catalonia's independence from Spain and defends its free and direct integration into the European Union.

O Povo Catalão quer a independência? Bem, assim parece. Mas até agora não houve uma maneira serena e fiável de avaliar esses números. À revelia da Constituição espanhola e do Tribunal constitucional, o Presidente da Generalidade da Catalunha, Artur Mas, anunciou no dia 12 de Dezembro de 2013 que convocaria um referendo sobre a independência da Catalunha. Os partidos mais radicais da comunidade manifestaram o seu apoio à decisão. A grande questão é que a realização de um referendo tem que ser aprovada pelo Parlamento Central, ou seja, pelo Governo de Madrid, e tal não aconteceu. Com a suspensão do Referendo por parte do tribunal constitucional, o governo catalão convocou um processo de "participação popular". Sem acesso ao censo, mas conduzida sob as normas democráticas, de acordo com a comissão de observadores internacionais, estima-se que a consulta não-oficial, em que o "Sim" ganhou 80,91% dos votos, teve participação de menos de 34% da população apta a votar de acordo com as regras do referendo, isto é, toda pessoa residente na Catalunha maior de dezesseis anos.
Does the Catalan people want the independence? Well, it seems so. But so far there has not been a serene and reliable way of evaluating these numbers. In defiance of the Spanish Constitution and the Constitutional Court, the President of the Generalitat de Catalunya, Artur Mas, announced on 12 December 2013 that he would call for a referendum on the independence of Catalonia. The most radical parties in the community expressed their support for the decision. The big question is that a referendum must be approved by the Central Parliament, that is to say, by the Government of Madrid, and this has not happened. 1 de Outubro de 2017- O Governo da Região Autónoma da Catalunha avança com um novo referendo a respeito à independência da Catalunha contra a aprovação do Governo central de Madrid. As forças policias afectas ao Governo Central destacadas para a Catalunha no passado Domingo não pouparam os cidadãos resultando em centenas de feridos e imagens de violência que partem o coração a todos os que defendem os valores da democracia, liberdade e fraternidade. Seguiram-se manifestações, greves e vários protestos, inclusive por parte de cidadãos pró-unificação catalães contra a intervenção violenta da policia.
O Sim terá ganho, mas existem aqui vários problemas. Primeiro: o referendo foi proibido pelo Tribunal Constitucional e declarado inválido. Segundo: a contagem dos votos levanta muitas questões e dúvidas. Terceiro: a Comissão Eleitoral Catalã foi formalmente dissolvida pelo Governo espanhol. Quarto: a lei do referendo foi considerada inconstitucional. Quinto: a lei da transitoriedade também foi considerada inconstitucional. Ainda assim, Carles Puigdemont, Presidente do Governo da Catalunha,  sublinhou esta segunda-feira que o resultado é “vinculativo” e pondera  avançar com uma Declaração Unilateral de Independência para a Catalunha nos próximos dias.

Second, the counting of votes raises many questions and doubts. Third: the Catalan Electoral Commission was formally dissolved by the Spanish Government. Fourth: the law of the referendum was considered unconstitutional. Fifth: the law of transitoriness was also considered unconstitutional. Still, Carles Puigdemont, President of the Catalonian Government, stressed Monday that the result is "binding" and considers moving forward with a Unilateral Declaration of Independence for Catalonia in the coming days.

Perante os últimos acontecimentos e face a uma séria crise constitucional Felipe VI dirigiu-se ontem, num discurso de cerca 6 minutos, a todos os espanhóis sobre os últimos acontecimentos.
Quem lê o T&T sabe o quanto eu admiro o Rei de Espanha, os seus discursos e a suas palavras sempre tão humanas e cheias de poesia e harmonia. Não foi o caso ontem. Felipe VI, naquele que foi talvez o seu discurso mais duro até agora como Rei, estava zangado. A sua linguagem corporal reflectia um desconforto e inquietude tão raros na sua personalidade. Felipe apontou o dedo ao Governo Catalão pela maneira desleal como tem agido e que está na origem desta situação crítica.
After the latest events and facing a serious constitutional crises Felipe VI addressed yesterday, in a speech of about 6 minutes, to all the Spaniards about the latest events.
Who reads T & T knows how much I admire the King of Spain, his speeches and his words always so human and full of poetry and harmony. That was not the case yesterday. Felipe VI, in what was perhaps his most harsh speech until now as King, was angry. His body language reflected a discomfort and restlessness so rare in his personality. Felipe pointed the finger to the Catalan Government for the disloyal way in which they acted and that is the origin of this critical situation.

O Rei, árbitro num jogo de nuances constitucionais e vontades férreas, deve ser neutro. Não o foi. Nem se esperava que o fosse, nesta situação específica. Nunca o poderia ser. O Dever de um Chefe de Estado é defender a Constituição e apelar à harmonia e união nacional. Foi o que Felipe fez, mas fê-lo de uma maneira pálida. Faltou mais. Faltou falar directamente às pessoas, às vitimas da violência do passado Domingo. Faltou condenar a violência, em vez se condenar apenas as autoridades. Faltou apelar ao diálogo entre os dois lados da barricada. Faltou coração!
The King, a referee in a game of constitutional nuances and iron wills, must be neutral. He was not. Nor was it expected to be in this particular situation. He couldn't possible be. The duty of a Head of State is to defend the Constitution and to call for harmony and national unity. That's what Felipe did, but he did it in a pale way. Much more was left to say. He did not speak directly to the people, to the victims of the violence of last Sunday. He did not condemn the violence, instead condemning only the authorities. He failed to call for dialogue between the two sides of the barricade. This speech was heartless!

Este foi o discurso que Felipe VI fez. Mas, atrevo-me a dizer, não foi o discurso que os espanhóis em geral, e os catalães em particular, precisavam ouvir. 
E possivelmente, também não foi o discurso que Felipe sentia que deveria fazer. 
Mas isso, possivelmente, nunca iremos saber...
This was the King's speech. The speech he made. But, I dare say, it was not the speech that the Spaniards in general, and the Catalans in particular, needed to hear.
And possibly, it was not the speech Felipe felt he should do.
But that, possibly, we will never know ...

A grande questão é: poderá a Catalunha declarar a sua Independência do Reino de Espanha?
Pode, e muito possivelmente é isso que irá acontecer. Mas provavelmente não irá durar, porque será feita num acto de rebeldia. Provavelmente esperam-se mais cenários de violência nos próximos dias. Provavelmente as forças armadas terão que entrar no terreno. Provavelmente vão haver confrontos. Provavelmente o Governo Central irá dissolver o Parlamento Catalão. Provavelmente Espanha terá mais uma mancha negra na sua Historia recente e esta será provavelmente, a primeira prova de fogo do Reinado de Felipe VI de Espanha. Espero sinceramente que o Rei seja o Líder que todos os espanhóis merecem nesta fase complicada. Espero que a Espanha se mantenha unida na sua diversidade e que todos os espanhóis se mantenham seguros na sua cultura plural.
The big question is: can Catalonia declare its independence from the Kingdom of Spain?
It may, and quite possibly that is what will happen. But it probably won't last, because it will be done in an act of rebellion. There are likely to be more scenarios of violence in the coming days. The military is likely to have to enter the field. There are probably going to be clashes. Probably the Central Government will dissolve the Catalan Parliament. Spain is likely to have one more black spot in its recent history and this will probably be the first fireproof in the Reign of Felipe VI of Spain. I sincerely hope that the King is the Leader that all the Spanish deserve at this complicated stage. I hope that Spain will remain united in its diversity and that all Spaniards will remain secure in their plural culture.
